You seem to be using a lot of products with actives - acne cream, retinol, and vitamin c - which is honestly a lot to throw at your face at once. All of those can be drying on their own, put together without any heavy moisturizers and your skin is probably drier than the sahara.
Personally I would ditch the Vitamin C, as far as I know it doesnt do much for active acne. Retinol is harder because it can help with acne iirc but because your skin is so sensitive maybe put it aside until you have a solid moisture component to your routine. Both of these actives are also photosensitizing, which you really don't want. I'm also curious about the hydrocortisone cream, why are you using that? Is the acne itchy? If it is you need to figure out if it's itchy because your skin is dry or not. It could be some kind of allergy or other issue.
My advice is to:
-Get broad spectrum sunscreen and wear it religiously (if you aren't already, I just didn't see it listed). It can help with combating scarring, and you've been using photosensitizing ingredients.
-Cut down the actives. They're drying and harsh, and might be doing more harm than good.
-Find a good moisturizer. This MIGHT solve half your problems right away. Patch test before you go putting it all over your face.
-Keep using those acne bandaids. They're awesome.
-Follow the usual acne prevention advice, like changing pillow cases and such.
-If it's within your means seek advice from a real dermatologist. Anon is not a substitute for a trained professional who can see your skin and talk with you directly.
